Adult Protective Services (APS) is mandated by the State of New York to provide social, legal, and protective services to individuals 18 years of age and older, who because of mental or physical impairment are unable to meet their essential needs for food, shelter, clothing, or medical care, secure benefits and entitlements, or protect themselves from physical or mental injury, neglect, maltreatment, or financial exploitation; are in need of protection from actual or threatened harm, neglect, or hazardous conditions; and have no one available who is willing and able to assist them responsibly.

The Regional Director of Field Operations will be responsible for the daily operation and management of APS and contracted programs. These programs consist of seven HRA/APS field offices and nine contracted field offices, with approximately 500 staff members serving around 10,000 clients at any given time.

The Director of Operations ensures timely submission of state-mandated reports to avoid sanctions and ensure appropriate reimbursements. Collaborate with the APS Deputy Commissioner to develop and implement organizational structures to strengthen service delivery while meeting legislative mandates.

APS is recruiting for one (1) Administrative Director of SS M3 to function as Regional Director of Field Operations. The Administrative Director of SS M3 will:

  • Oversee staff among borough offices and contracted vendors to ensure services are provided timely to all clients.
  • Collaborate with the APS Deputy Commissioner to develop and implement organizational structures and review existing structures to enhance operations and services on policies and legislative mandates.
  • Oversee the implementation of new policies and procedures, including training on updated procedures via the APS automated case management system, APSNet.
  • Prepare complex statistical and analytical reports, make recommendations for improvements, and ensure timely submission of reports to avoid sanctions and ensure reimbursement.
  • Coordinate linkages with HRA, other city agencies, and community organizations.
  • Set performance goals and standards for supervised field managers, review performance, and develop indicators to meet program goals within mandated timeframes.
  • Develop and respond to corrective action plans from NY State Office of Children and Family Services or internal agency.
  • Oversee implementation of progress plans to improve service delivery or address systemic deficiencies.
  • Manage a correspondence response system for community and government complaints and inquiries.
  • Represent Adult Protective Services at various meetings to interpret policies and gain acceptance for programs.

Salary Range: $81,083 - $139,042

Work Location: 109 East 16th Street, 7th Floor

Hours/Schedule: 9-5 or 10-6 flex time

Minimum Qualifications include a baccalaureate degree and four years of progressively responsible experience in social services, including one year at a managerial level, or equivalent education/experience as detailed above.

Preferred Skills include experience with vulnerable populations, social service operations, knowledge of HRA policies, and familiarity with NY regulations and resources.
