General

This is a full-time, FLSA exempt position that will report to the President of Eastern Air Express. The Maintenance Director must meet the requirements of FAA 14 CFR 119.67(e). They will oversee both outside contractors and Company Flight Mechanics, the Main, the Maintenance Control department, and all related line and heavy maintenance activities. The Maintenance Director will work closely with the Director of Quality, the Director of Technical Services, the Director of Operations, and the President. The Maintenance Director is responsible for ensuring the Company's maintenance tasks and inspections fully comply with all FAR requirements for the airline, and that the Company's GMM requirements are met. As a key safety position, the Maintenance Director ensures that all Eastern Air Express personnel, processes, and procedures promote safety, security, quality, and regulatory compliance across all Eastern Air Express operations.

Duties and Responsibilities

  • Responsible and accountable for the duties and responsibilities of the Director of Maintenance as required by Part 119.65(a)(4).
  • Monitors the administrative and technical performance of the Maintenance Department to ensure company goals and objectives are met, and conformance with the Continuous Airworthiness Maintenance Program is followed.
  • Ensures compliance with applicable legal requirements and safe operations, while overseeing administration and other objectives as assigned.
  • Ensures that maintenance on Eastern Air Express aircraft is performed in accordance with Eastern Air Express policies and procedures, manufacturer standards and regulatory requirements.
  • Maintains general knowledge and oversight of all line and heavy maintenance work performed on Eastern Air Express aircraft.
  • Serves as a member of the CASS review board.
  • Assists in negotiating contractual agreements between essential maintenance providers and Eastern Air Express for all maintenance-related activities.
  • Recommends amendments to Operations Specifications for Eastern Air Express.
  • Coordinates with the Chief Inspector to address any issues or trends identified by the Continuing Analysis and Surveillance System (CASS) and improve maintenance.
  • Ensures adequate resources and prioritization for action items developed by the CASS.
  • In conjunction with Maintenance Planning, develops long-range and short-term scheduling and forecasting of maintenance program requirements, special visits, and maintenance stations.
  • Ensures proper materials planning, purchasing, inventory control, stores, and vendor validation to support Eastern Air Express maintenance activities.
  • Directs and manages the Maintenance Department to ensure proper coordination of departmental and operational needs.
  • Ensures required training is completed before personnel are authorized to perform work on Eastern Air Express aircraft.
  • Ensures all safety instructions are properly observed and that maintenance personnel comply with and understand existing safety regulations, including the handling of hazardous materials.
  • Participates in assigned duties as outlined in the Emergency Response Manual.
  • Prevents FAA and other governmental violations as much as possible. In the event of a violation, applies SMS principles and risk assessment to identify and correct deficiencies, preventing recurrence.
  • Continuously monitors Eastern Air Express policies and procedures to ensure the highest level of safety and compliance.
  • Revises the GMM when necessary to meet Eastern Air Express' needs.
  • Participates as a voting member of the Manual Review Board.
  • Performs other duties as assigned by the COO.

Qualification Requirements

  • Must hold a current Mechanic Certificate with an Airframe and Powerplant rating and have held these ratings for at least five (5) years.
  • Must meet the requirements of 14 CFR 119.67(c)(1-3), (4)(i-ii).
  • Must have three (3) years of experience within the past six years; one year of which must have been in one or a combination of the following:
  • Maintaining large airplanes with ten or more passenger seats, including experience in maintaining the same category and class of airplane as the certificate holder uses at the time of appointment as Director of Maintenance, or
  • Repairing airplanes in a certificated airframe repair station rated to maintain airplanes in the same category and class as the certificate holder.
  • Must be knowledgeable of the Code of Federal Regulations (CFRs), aviation safety standards, safe operating practices, Eastern Air Express Maintenance Manuals, FAA-approved Operations Specifications, and applicable maintenance provisions of 14 CFR 121.
  • Must have at least three (3) years of experience in a supervisory capacity maintaining large aircraft of the same category and class as those operated by the company.
  • Familiarity with accessing online aircraft manuals.
  • Ability to multitask and work under pressure in a dynamic environment.
  • Travel will be required.
  • Must pass a two (2) year drug and alcohol background check, pre-employment drug test, and criminal history records check (CHRC).
  • Must be eligible to work in the United States.
