Examples of Duties
- Manages, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
- Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
- Ensures departmental compliance with all applicable local, state, and federal, codes, laws, rules, regulations, standards, policies, and procedures; ensures adherence to established procedures; and initiates any actions necessary to correct deviations or violations.
- Assists in developing and implementing long- and short-term plans, goals, and objectives for the department; evaluates performance and effectiveness of current services, programs, and systems in relation to growing needs of the County in regards to permitting, plan review, and related inspections; and identifies and implements needed changes, modifications, and/or enhancements.
- Assists in developing and implementing and monitoring policies and procedures for the department; reviews efficiency and effectiveness of operations, methods, processes, and procedures; designs and?implements?new and revised policies and/or processes; interprets, explains and enforces local, state, and federal codes, rules, regulations, and standards; conducts staff meetings; and provides information, updates, and coordination of work activities.
- Assists in developing and administering department budget; forecasts funding needs for staffing, equipment, materials, and supplies; coordinates budget development with subordinate staff; processes and approves deposits, disbursements, and related financial documentation; and monitors revenues and expenditures to ensure compliance with approved budget.
- Analyzes proposed and pending codes, regulations, and laws; recommends revisions to local, state, and federal entities; identifies and analyzes impact of proposed or pending regulations on department activities, policies, and procedures; and develops and implements strategies to ensure compliance with newly passed regulations and legislation.
- Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures; receives and reviews various documentation; reviews, completes, processes, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
- Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
- Communicates with County administrators and elected officials, County employees, contractors, developers, architects, other government agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
- Reviews all residential and commercial building plans.
- Coordinates building inspections.
- Coordinates with all other County departments regarding ongoing and future projects.
- Performs other related duties as assigned.
Minimum QualificationsEducation and Experience:Requires a Bachelor's Degree in Civil Engineering, Public Administration or a related field; five (5) years of related experience in permitting, plan review and inspections, to include lead or supervisory experience, or equivalent combination of education and experience. Master's degree preferred.Licenses or Certifications:Must possess and maintain a valid Georgia driver's license. Must possess and maintain designation as a Certified Building Official. Must obtain all four (4) ICC Commercial Inspector Certifications (Commercial Building, Commercial Electrical, Commercial Plumbing and Commercial Mechanical) AND certifications as ICC Certified Building Inspector, ICC Certified Property Maintenance and Housing Inspector, ICC Certified Commercial Energy Conservation Code Inspector, and GSWCC Certified Level IB Erosion & Sediment Control Inspector. Must obtain all four (4) ICC Residential Inspector Certifications (Residential Building, Residential Electrical, Residential Plumbing and Residential Mechanical) AND certifications as ICC Certified Building Inspector, ICC Certified Property Maintenance and Housing Inspector, ICC Certified Residential Energy Conservation Code Inspector.
