General Statement of Job Under general direction, administers and coordinates construction projects, transportation projects and contracts, transportation planning/engineering studies, or inspections of all land use projects, to ensure the health, safety, and welfare of the public. Work may involve coordinating activities with VDOT and other State/Federal agencies ensuring that all work satisfies State and Federal requirements depending on the assigned department, reviewing project designs, conducting field inspections, monitoring results of inspections and reasons for failures, maintaining records of inspection activities, monitoring and inspecting construction work, and representing the assigned department on design issues. Employee is responsible for providing customer service to residents impacted by construction activities. Special Duties & Responsibilities Department of Transportation:
  • Provides project management services during the development, planning, and construction of new facilities, renovations, and improvements of facilities, and civil/site construction projects and inspects completed projects.
  • Monitors and inspects construction activities, materials, and workmanship to ensure scope, schedule, budget, and priority. Identifies any variances and takes corrective action.
  • Prepares and/or assists in the preparation of technical specifications and contract documents for bidding and award of construction contracts.
  • Coordinates the work of consulting engineers and consultants.
  • Coordinates County transportation projects and studies with the Virginia Department of Transportation.
  • Represents County transportation at the Virginia Department of Transportation and other State meetings potentially impacting County transportation projects and studies.
  • Provides customer service to residents impacted by construction; responds to questions and requests for information/assistance; researches problems and initiates problem resolution.
  • Prepares or completes status reports, contract documents, contract change orders, engineering services amendments, or other documents.
  • Maintains a comprehensive and current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; maintains professional affiliations.
  • Assist in the transportation review of development cases such as Public Hearing cases and Site plans, as needed.
  • Assist in the inspection of transportation facilities and structures associated with residential and commercial construction projects, as needed.
  • Assist with representing County transportation at County meetings and with outside Stakeholders, as needed.
  • Assist with Federal/State/Regional grant funding programs to obtain funding for County transportation projects.
  • Provides technical assistance and expertise to county staff as needed.
  • Performs other related duties as required.
Department of Utilities / Public Works:

Department of Zoning:
  • Coordinates daily work activities; organizes, and prioritizes work; monitors the status of project completion; consults with staff, assists with complex/problem situations, and provides technical expertise.
  • Interprets and enforces the provisions of the Spotsylvania County Zoning Ordinance, and other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies, and procedures; researches code-related as needed; initiates any actions necessary to correct violations.
  • Adheres to established safety procedures; monitors work environment and use of safety equipment to ensure the safety of others; initiates any actions necessary to correct deviations or violations.
  • Plans, schedules, and coordinates inspection activities; monitors inspection process to ensure consistency; develops SOPs; assists code enforcement officers with more complex or difficult cases; reviews site plans and other supporting documentation to ensure correct implementation.
  • Conducts inspections and prepares and maintains accurate records of inspection activities; completes inspection checklists during inspections; enters inspection results into computer; researches permit and inspection data in a computer.
  • Coordinates inspection activities with other departments, other inspectors, plan reviewers, property owners, contractors, or other individuals.
  • Provides information and technical assistance concerning inspections, problem areas, code interpretation, code requirements, code compliance, and related issues; meets with plan reviewers, engineers, builders, developers, contractors, property owners, and other individuals; recommends solutions to problems; provides information and technical expertise to other County staff.
  • Works to resolve problems and miscommunications; mediates disputes and misunderstandings between contractors, property owners, inspectors, or other individuals.
  • Conducts investigations of complaints relating to potential code violations; researches complaints and gathers evidence of violations; prepares letters of non-compliance; appears in court and provides testimony as needed; maintains records of complaints.
  • Prepares or completes various forms, reports, correspondence, non-compliance letters, inspection reports, vehicle maintenance records, or other documents.
  • Monitors inventory of division vehicles, equipment, and supplies; ensures availability of adequate materials to conduct work activities; initiates requests for new/replacement materials; coordinates maintenance of vehicles.
  • Communicates with supervisor, employees, other departments, County officials, inspectors, plan reviewers, property owners, contractors, contractors, engineers, consultants, utility companies, manufacturers, local/state/federal agencies, the public, outside agencies, and other individuals as needed to coordinate work activities, review the status of work, exchange information, resolve problems, or give/receive advice/direction.
  • Attends pre-construction meetings; performs final inspections and post-construction reviews of as-built plans; recommends reductions or releases of land development securities (bonds).
  • Assists in the zoning review of development cases such as Public Hearing cases and Site plans, asneeded.
  • Maintains a comprehensive, current knowledge of applicable codes, regulations, and standards; reviews new codes and changes to existing codes; maintains an awareness of new methods, materials, trends, and advances in the profession; reads professional literature; maintains professional affiliations; attends seminars, workshops, and training sessions as appropriate.
  • Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, filing documentation, or processing incoming/outgoing mail.
  • Provides assistance to other employees or departments as needed.
  • Assists with budget preparation.
  • Performs other related duties as required.
Minimum Training & Experience Bachelor's Degree with coursework emphasis in Civil Engineering, Construction Management, Transportation Engineering, Transportation Planning, or a related field and four (4) years of relevant experience in construction management, engineering, project inspection, transportation engineering, transportation planning, or contract administration preferred; or any equivalent combination of education, training, and experience which provides the required skills, knowledge, and abilities.Certification as a Project Management Professional (PMP) from the Project Management Institute, and two (2) years of satisfactory performance as a Project Manager II for positions in the Department of Utilities / Public Works.Must possess or be able to obtain within eight (8) months from the start of employment, a VDOT Locally Administered Project (LAP) Qualification Program Certification for work in the Department of Transportation.Must obtain a Certified Zoning Official certificate through the Virginia Association of Zoning Officials (VAZO) within two (2) years, or other certification relevant to the position with the approval of the Director of Planning and Zoning for positions in the Department of Zoning.Must possess and maintain a valid Commonwealth of Virginia driver's license.   • Knowledge of the principles, practices, and procedures required in the Spotsylvania County Zoning Ordinance, Design Standards Manual, and the Spotsylvania County Subdivision Ordinance for positions in the Department of Zoning.
  • Knowledge of the terminology, principles, and methods utilized within the department.
  • Ability to perform site inspections on active construction sites.
  • Ability to comprehend, interpret, enforce, and apply regulations, procedures, and related information.
  • Ability to read, understand, and interpret site plans, construction drawings, engineering documents, and related materials.
  • Knowledge of the equipment and machinery used in locating water and sewer fixtures and in installing and repairing water and sewer lines.
  • Knowledge of the operating characteristics of pumps and motors, and can repair them.
  • Knowledge of water line maintenance work, depending on the department.
  • Knowledge of transportation maintenance work, depending on the department.
  • Knowledge of the occupational hazards involved and proper safety precautions necessary for the proper operation of varied construction and maintenance equipment, depending on the department.
  • Skill in the operation of trucks and motorized equipment.
  • Skill in the servicing and care of motorized equipment.
  • Ability to perform maintenance on water distribution and collection equipment and fixtures.
  • Ability to use equipment and tools necessary to locate and unearth water and sewer fixtures.
  • Ability to understand and follow oral and written instructions.
  • Ability to perform physical labor for extended periods of time, possibly under arduous conditions.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
