Responsibilities
We are looking to hire a highly motivated candidate to join our Software Business Development team, working closely with American Aerospace Defense and Federal Government customers to enable their success by adopting Keysight Design Software into their solutions and programs. Desirable candidates will have RF and microwave knowledge, and an advanced business degree or relevant experience. The Proposal Manager will report to the EDA Software Business Development Manager and will have the following roles and responsibilities:
Spearhead Proposal Strategy: Identify and analyze solicitations aligned with Keysight EDA's capabilities, current and future plans. Lead discussions with stakeholders internally and externally to identify potential areas of interest throughout the year. Lead Proposal Planning: Identify requirements and evaluation criteria, develop proposal outlines, compliance matrices, conduct color reviews, and manage schedules. Responsible for the proposal process from start to finish, including Calls for Papers, RFIs, questions, and Sources Sought. Identify areas of competitive strength: Understand key areas of strength and leverage them to lead successful proposals. Strategize and Implement EDA Software Initiatives: Create and deploy strategies to grow and penetrate markets in the US Government and Aerospace & Defense industries. Achieve Financial Objectives: Develop winning proposals to drive incremental growth with the federal government. Government Liaison and Funding Oversight: Work with teams to monitor government grants and awards, ensuring follow-up and leveraging opportunities; stay updated on FAR and other regulations. Prime Contractor Engagement: Collaborate with sales and business development teams to engage prime contractors and incorporate Keysight EDA solutions into their proposals. Resource Coordination: Coordinate cross-functional resources to meet customer expectations and ensure stakeholder support. You are a:

Qualifications
- Basic Qualifications: MSEE or MSCS preferred; MBA is a plus; Bachelor's in business-related fields considered.
- Proposal Management Experience: Proven track record of winning proposals, 7-10 years preferred.
- Federal Proposals: Familiarity with US Government Grants and Awards process.
- Strategic Planning: Ability to develop strategies aligned with company goals, understanding defense and aerospace markets.
- Proposal Skills: Ability to craft compelling proposals and present effectively to stakeholders.
- Cross-Functional Coordination: Strong project management and leadership skills.
- Technical Acumen: Understanding of Keysight EDA software and ability to communicate with technical and non-technical audiences.
- Communication: Excellent verbal and written skills.
- Negotiation Skills: Proficient in securing favorable terms.
- Adaptability: Capable of adjusting strategies based on market changes.
Other Qualifications include deep understanding of FAR and government regulations, Shipley or APMP certification, and security clearance eligibility (TS/SCI highly desirable). U.S. citizenship is required.
