July 7, 2025 By Jeff Hawkins Job Title: Heavy Equipment Operator Class: 57 Department: Stormwater Management FLSA Status: Non-Exempt Reports to: Stormwater Mgmt Operations Foreman Weather/Emergency Status: Essential Supervises: N/A Revision Date: 06/10/2025 JOB SUMMARY This position involves the skilled operation of heavy equipment assigned to the Department of Stormwater Management. Considerable training and experience are required for the position. Paramount to the job is safety and good judgment in determining methods of operation and applicability of specific equipment for tasks at hand. Job functions must be accomplished while safeguarding the public, City personnel, private property, and the City's facilities and infrastructure. ESSENTIAL FUNCTIONS The duties listed below are intended only as an illustration of the various types of work that may be performed. The omission of specific statements or duties does not exclude other work which may be required. Operate and maintain track excavators, compact track excavators, backhoe loaders, wheel loaders, trucks, mowers, tractors, weed eaters, and other equipment leased or owned by the City. Direct crew members in construction situations for maximum efficiency and safety. Assemble culverts, pour concrete, grade and shape ditches, repair streets, clean drainage structures, dam maintenance, excavation, placing fill, seeding, mowing, as directed. Utilize sound construction methods and operate equipment efficiently within their safe limits. Operate mowing equipment to maintain existing stormwater management facilities, including the steep slopes of dams and embankments. Maintain availability to work overtime hours as directed by supervisor. Work outdoors in all weather conditions. Assume responsibility for field operations in the absence of the Stormwater Management Operations Foreman. Communicate effectively and coherently with work crew. Other duties as assigned. QUALIFICATIONS Minimum: High School Diploma or GED. Possess a valid Kentucky Driver's License and a Class B CDL. Possess Heavy Equipment operator skills with five (5) years of experience as a Heavy Equipment Operator. Other combinations of training and experience as an Equipment Operator may also be considered. Physically capable of performing Essential Functions. Preferred: Supervisory experience. KNOWLEDGE, SKILLS, & ABILITIES Knowledge of: Operation and maintenance of heavy equipment. BMPs relating to construction activity around drainage areas and streams and lakes. Safety procedures relative to mowing, especially on steep slopes and ditches. Laying and joining culvert pipe including bedding & backfill techniques. How to establish proper grade and slope for pipes and ditches. Storm sewer construction, ditch construction/stabilization, detention basin construction, excavation, placing fill Skilled In: Determining proper safety procedures and methods relative to construction excavations. Communicating information to construction crew members. Ability to: Understand and follow safety procedures and policies. Assist supervisor in site direction of crew for safety and task efficiency while operating equipment in their immediate proximity. Assume responsibility for field operations activities in the absence of the Stormwater Operations Foreman. Work outdoors in all weather conditions. Manage time and prioritize tasks to meet construction deadlines. Remain courteous, professional and tactful when interacting with the public and team members.
