Summary of Duties: Under general direction, the Supervising Plan Checker is responsible for supervising the plan review function of the Community Development Department. Performs the most complex plan review services and assists the Chief Building Official in planning and directing division activities, with an emphasis on plan review.Distinguishing Characteristics: This is the first line supervisor level in the Plan Checker series and is distinguished from the lower-level classes by the performance of supervisory and more complex duties assigned to this area. Supervision Received and Exercised: Receives general supervision from the Chief Building Official. Exercises supervision of technical and clerical staff as assigned. Essential Job Functions
  • Supervises plan review and related public counter functions, organizing and managing staffing and workload, coordinating with plan review consultants, maintaining thorough, accurate and timely service delivery.
  • Oversees and coordinates overall customer service for plan review and permit processing.
  • Ensures the technical quality of plan reviews and oversees the work of the City's outside plan check consultants.
  • Plans, assigns, directs, and supervises the work of plan review subordinates for a variety of community development projects.
  • Checks plans of all types, including complex construction and development projects, using the current building standards codes and other related construction codes adopted by the City.
  • Coordinates with applicants and checks plans for compliance with applicable City, State and Federal laws, codes, and ordinances.
  • Assists applicants whose plans do not conform to requirements, participating in the solution process of changes and modifications to bring the plans into code compliance.
  • Resolves project challenges and customer concerns.
  • Reviews plan review policies and standard operating procedures and makes recommendations for improvements in efficiency and final work product.
  • Provides assistance to inspectors, maintaining consistent application of code provisions and advises on work assignments and challenges.
  • Updates and maintains technical manuals, records, and forms.
  • Provides technical and functional support to other City departments for building projects.
  • Provides technical information to the public on code and design requirements and on difficult or unusual code requirements for major structures.
  • Reviews planning project plan reviews for initial compliance with building standards codes and local building ordinances.
  • Coordinates with other city departments, design professionals, and applicants.
  • Monitors and coordinates plan review service activities from permit application to issuance.
  • Maintains records, prepares a variety of reports, and makes estimates of a specialized nature in connection with various building projects.
  • Oversees technical public counter support and permit applications, reviews for code compliance.
  • Performs field inspections, as needed, for all types of construction, including complex commercial, industrial and essential facility projects.
  • Assists in court actions involving building, housing, plumbing, electrical and related violations.
  • Assists Chief Building Official in division operations as assigned.
  • Supervises, trains, and evaluates staff.
  • Performs related duties, as assigned.
  • Minimum QualificationsKnowledge of:
    • The methods, materials, techniques, and practices employed in building design, construction, and inspection
    • Applicable City, State and Federal laws, codes, and ordinances
    • Building, plumbing, electrical, mechanical, and related codes and regulations
    • Forms, permits, plans, and specifications used in a building inspection and code enforcement program
    • Methods of report preparation and presentation
    • Past and current building code standards
    • Principles of organization, administration, and budget management in municipal government
    • Principles and practices of administration, supervision, training including team building, workload planning, establishing goals and objectives and problem-solving techniques
    Ability to:
    • Review and perform complex plan review, verifying design and construction of a variety of projects
    • Prepare clear, concise and accurate reviews of specifications and technical reports
    • Accurately interpret and make decisions in accordance with laws, regulations and policies.
    • Conduct inspections in the field
    • Establish and maintain effective working relationships with others
    • Deal tactfully and effectively with the general public, civic and community groups and public officials
    • Coordinate the work of personnel assigned
    • Communicate with design professionals and other City personnel regarding the conduct and completion of submitted projects
    • Communicate clearly and concisely, both orally and in writing
    • Operate a personal computer and applicable software programs
    • Supervise, train and evaluate professional and technical subordinates
    • Effectively organize workload
    • Assist in developing Department policies and procedures in area of assignment
    Skills to:

    • Examine building plans, calculations, and specifications for accuracy and compliance with applicable codes, ordinances, and regulations
    • Document the review of permit applications

    Education and Experience: High school diploma/GED plus four (4) years of journey experience in the construction, design and/or inspection trades and five (5) years of experience as a journey-level plan checker preparing and/or reviewing plans for conformance with ICC model codes, three (3) years of which shall include lead experience, orTwo (2) years (60 semester units) of college level course work from an accredited college or university in a building inspection/construction-related field plus five (5) years of experience as a journey-level plan checker preparing and/or reviewing plans for conformance with ICC model codes, three (3) years of which shall include lead experience, orA Bachelor's degree from an accredited college or university with major course work in civil or structural engineering or architecture plus three (3) years of experience as a lead journey-level plan checker preparing and/or reviewing plans for conformance with ICC model codes.Licenses and Certifications: A valid California State Driver's License. Certifications from the International Code Council (ICC) as a Residential Plans Examiner (R3) and Building Plans Examiner (B3). Independent Alliance of the Electrical Industry (IAEI) and International Association of Plumbing and Mechanical Officials (IAPMO) certifications are desirable. Employee must complete AB 1825 Sexual Harassment Prevention Training within six months of appointment and every two years thereafter. Supplemental InformationPhysical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to thirty (30) pounds.Business office working environment subject to sitting at a desk for long periods of time, bending, crouching, or kneeling at files, pushing/pulling of file drawers and supplies, reaching in all directions and prolonged periods of time working at a computer terminal.
