Salary : $158,823.54 - $212,838.73 AnnuallyLocation : Weaverville, CAJob Type: Full-TimeJob Number: 202400088Department: Clerk Recorder / Assessor / Elections OfficeOpening Date: 06/24/2025Closing Date: 8/15/2025 11:59 PM Pacific Definition This is being posted for an appointed position which will need to run for re-election in the June 2026 county elections.The County Clerk/Recorder/Assessor/Registrar of Voters is an elected executive management position and department head responsible for the administration and oversight of four essential constitutional and statutory functions: the County Clerk's Office, the Recorder's Office, the Assessor's Office, and the Registrar of Voters. The individual in this role ensures compliance with local, state, and federal laws, manages a multifaceted staff, and oversees a wide array of services essential to public records, elections, and property assessment.This role is critical in upholding government transparency, maintaining property tax equity, and supporting public trust in elections and records systems.Examples of Important and Essential Duties KEY FUNCTIONS AND RESPONSIBILITIES - Responsible to ensure the County complies with all applicable California laws and County of Trinity Code associated with the following positions. The below list of functions and responsibilities is not all inclusive:County Clerk
  • Issues marriage licenses and performs civil marriage ceremonies.
  • Files and maintains fictitious business name statements, notary bonds, environmental filings, and other official documents.
  • Registers process servers, notaries public, and professional photocopiers.
  • Prepares and records vital records such as birth and death certificates, and maintains records in accordance with state law.
Recorder
  • Accepts, records, and maintains a wide variety of legal documents relating to real property, including deeds, liens, and maps.
  • Ensures the integrity and accuracy of public land records.
  • Provides public access to official documents and performs index maintenance for all recorded records.
Assessor
  • Locates, identifies, and appraises all taxable real and personal property within Trinity County in accordance with state and local laws.
  • Administers property tax exemptions, exclusions, and special assessment programs (e.g., homeowner's, disabled veterans, and welfare exemptions).
  • Provides support and documentation to taxpayers regarding assessment procedures and valuation disputes.
  • Coordinates with the State Board of Equalization and ensures compliance with the California Revenue and Taxation Code.
Registrar of Voters
  • Oversees the administration of all federal, state, and local elections within Trinity County.
  • Manages voter registration, vote-by-mail, early voting, and Election Day operations.
  • Ensures compliance with the California Elections Code and all relevant federal voting laws.
  • Maintains campaign finance disclosures, economic interest filings (FPPC), and election result certifications.
  • Develops and implements innovative strategies to enhance voter engagement and participation.
Minimum Qualifications
  • Education equivalent to a bachelor's degree from an accredited college or university in public administration, business administration, political science, or a closely related field.
  • Four (4) years of increasingly responsible administrative or managerial experience in a public agency, at least two (2) years of which must have been in a supervisory or executive capacity.
  • Pursuant to Government Code sections 1020, 24001, and 24004(a), the appointee must be at least 18 years of age, a resident in CA, and be registered to vote in Trinity County by the time of appointment. As required by law, the candidate shall not practice law or have as a partner a lawyer or anyone who acts as a lawyer for a collection agency or act as a collector or for any collection agency or have as a partner a collector or anyone who acts as a collection agency in the county where they reside and hold office.
  • Experience may be substituted for education on a year for year basis.
Desired Qualifications:
  • Experience working in at least one of the functional areas of elections, property assessment, or public records is highly desirable.
Certifications & Licenses:
  • Must meet the statutory qualifications of an Assessor under Revenue and Taxation Code Section 670. Must hold a valid appraiser's or advanced appraiser's certificate issued by the State Board of Equalization.
  • Must obtain certification as an Appraiser from the California State Board of Equalization within one year of appointment, if not already held.

  • Work is primarily performed in a standard office environment.

  • Occasional lifting of materials up to 25 pounds.
  • Travel may be required to attend trainings, meetings, or field inspections.
DISASTER SERVICE WORKERPursuant to Government Code Sections 3100-3109, all public employees are designated Disaster Service Workers. In the event of a declared emergency, employees may be required to perform disaster service activities.TERM & APPOINTMENTThis position is typically elected by Trinity County voters for a four-year term.
