The New Castle Citywide Development Corporation (NCCDC) is seeking a dynamic and experienced leader to serve as its Executive Director. This is an exciting opportunity to lead and shape the future of economic development within the City of New Castle.
POSITION SUMMARY:
This full-time position represents and oversees the New Castle Citywide Development Corporation (“NCCDC”) in its objective to drive economic development in New Castle, Pennsylvania. The Executive Director advances the NCCDC's objectives, leads its day-to-day operations, and serves as a liaison to the city government of New Castle, local businesses and organizations, and community residents as a driver and face of economic development for the City. He/She will demonstrate visionary, strategic, and active oversight, as a leader in the community who builds capacity and creates the conditions which enable community and economic growth in the City of New Castle.
He/she will focus particular attention initially to the following goals:1. Overseeing the day-to-day operations of the NCCDC.2. Working with the NCCDC Board of Directors to maintain effective governance and operations of the NCCDC.3. Identifying and obtaining funding and resource development for the financial sustainability and growth of the organization through grants and other fundraising opportunities.4. Being an enthusiastic champion for downtown New Castle. He/She will lead efforts of in-progress activities, including expanding the NCCDC's downtown façade program, working with the City and developers on plans for vacant properties, and improving the aesthetics of downtown.
The Director manages a variety of construction, development, and planning initiatives with emphasis on sustained funding and partnership/resource development. He/she serves as an active liaison between elected officials, funders, and property owners, and works closely to build relationships between the City and the NCCDC.
This position is an employee of the NCCDC and reports directly to the NCCDC Board. The employee will work with the NCCDC for guidance, direction, and oversight, and receive technical support and direct mentoring from The Pennsylvania Downtown Center and Local Initiatives Support Corporation.
ESSENTIAL JOB FUNCTIONS
Essential Job Functions will consist of, but shall not be limited to, the following:a. Prepare meeting agendas for, participate in, and provide support for NCCDC Board meetings and activities;b. Meet with New Castle city officials, city council, local businesses and organizations, and community members as needed to advance the mission of the NCCDC;c. Provide monthly activity and progress report to the NCCDC board and to the City;d. Focus on commercial rehabilitation and construction, public improvements in targeted areas, and implementation of downtown revitalization activities;e. Work with the City and provide input to their Comprehensive and Zoning Plan and implementation;f. Assist with the preparation of federal and state grant applications on behalf of the NCCDC, City and related organizations to ensure the sustainability of the NCCDC and pursue its goals and objectives.g. Track grants and project progress and report monthly to the City and DCED on financial management of the projects and contracts related to the goals and objectives of the NCCDC; and
h. Develop new projects aligned with the goals and objectives of the NCCDC as established by its Board; and
Other duties as assigned by the NCCDC's Board of Directors.
PREFERRED KNOWLEDGE, SKILLS, TRAINING & EXPERIENCE:
Effective communications, organization, management, and leadership skills.Familiarity and experience with or an ability to gain proficiency with revitalization tools and programs including but not limited to: Business Improvement Districts, historic tax credits, community development grants, NPP applications, state/federal funding resources.Knowledge of economic development practices, grant applications and management, tools and funding, special events planning and management, business recruitment, and volunteer management.
Ability to work independently with a strong entrepreneurial and collaborative spirit.Comfort and experience with raising funds and structuring strategic partnerships.
JOB TYPE: Full-time exempt.COMPENSATION: Salary $65K-$85K depending on experience, with benefits negotiableBENEFITS: NoneEDUCATION: Bachelor's degree preferred.EXPERIENCE: 3-5 years/background in Urban Planning, Public Policy, Community Organizing, Business, and/or Economic Development or closely related fields preferred but not required.WORK LOCATION: City of New Castle, PA.
