Job Description :

The Program Analyst Lead plays a critical role in supporting the Principal Assistant Program Manager (PAPM) for Acquisition and Finance, the Business Financial Manager (BFM), and the program office as a whole in managing and executing large-scale Department of Defense (DoD) acquisition programs. This position is responsible for leading all aspects of the Execution Task Planning Process (referred to as the Program Manager's Council [PMC] process, ensuring executable plans are developed and maintained across all program office appropriations and funding lines. The Program Analyst Lead must continuously audit changes to the plans to ensure compliance with program priorities and alignment to the Program Budget Exhibits, coordinating with Senior Leadership when deviations to program priorities occur. These plans span multiple fiscal years—past, present, and future. The individual in this role will work across a broad portfolio of programs, balancing competing priorities to develop and maintain a comprehensive, balanced, and actionable budget and plan.

RESPONSIBILITIES

  • Serve as the lead for the Program Manager's Council (PMC) process, establishing schedules, defining gating events, and coordinating with all stakeholders.
  • Communicate with senior leadership PMC status, maintain recurring reports, and work to anticipate/mitigate any schedule delays throughout the process.
  • Develop and maintain executable plans across multiple fiscal years and funding lines, including RDT&E, OMN, OPN, and WPN.
  • Work with Program-Office-specific task planning system and ensure compliance with NAVSEA Enterprise Planning System (NEPS) requirements, supporting task planning and task change processes.
  • Provide just in time training to Program Office stakeholders to support the buildup of Tasks in Program-Office-specific task planning systems.
  • Collaborate with individual Programs of Record (IPOR) Program Analysts to ensure their plans are balanced and aligned with program controls.
  • Audit buildup up of tasks to ensure alignment with program priorities and budget exhibits.
  • Support the development of PMC out-briefs to be presented by the APM to the Program Manager for final approval prior to the beginning of the next fiscal year.
  • Manage the task change request process for approved tasks, ensuring all changes maintain plan balance, capture risk management implications, and address potential program impacts.
  • Document task change requests resulting from updated program requirements, technical meetings, or contracting updates.
  • Facilitate communication with multiple stakeholders, including field activities, contracting activities, and Original Equipment Manufacturers (OEMs).
  • Coordinate with Program Office Financial Analysts (FAs) to support Continuing Resolution (CR) requirements, including 30/60/90-day obligation planning and cash phasing.
  • Provide collaboration and clarification on funding execution questions, statements of work, and prioritization of funding actions.
  • Deliver ad hoc briefs to the PAPM and BFM on the status of the planning process and provide comprehensive updates on the execution of all current funding lines.

REQUIRED EXPERIENCE:

  • Bachelor's degree in Business, Finance, Project Management, or a related field.
  • Minimum of 5 years of experience in program analysis or project management roles with demonstrated leadership capabilities.
  • Proven experience in managing budgets, task planning, and executing funding changes.
  • Proficiency in Microsoft Office Suite, including Excel, Word, and PowerPoint.
  • Strong communication and organizational skills with the ability to work across multiple projects and stakeholders.
  • This position requires the ability to obtain and maintain a Secret U.S. security clearance; therefore, U.S. citizenship is required.

DESIRED EXPERIENCE:

  • Familiarity with advanced Excel techniques for data analysis and reporting.
  • Strong knowledge of the NAVSEA Enterprise Planning System (NEPS).
  • PMP certification or equivalent project management experience.
  • Knowledge of Navy ERP and other financial databases, such as PBIS, COBRA, RDOCS, PDOCS, and Advana.
