Under general direction performs professional accounting, administrative and analytical work of considerable difficulty in the management of the County's official accounting records; manages and oversees the creation of the County's financial statements and various audits, including the County's annual financial audit, performs other related work as assigned.

- Leads the preparation of the County's annual financial reports including, but not limited to, the annual comprehensive financial report (ACFR)and annual expenditure limitation report, and related schedules and notes; may prepare reports, portions of reports, or oversee preparation by accounting staff and external consultants

· Preserves the fiscal integrity of the county's official accounting records by implementing and administering policies, processes, procedures and internal controls for accuracy, timeliness, and adherence to accounting standards, statutes, and regulations

· Oversees maintenance of the general ledger chart of accounts to ensure alignment with accounting standards, reporting requirements, and established procedures

· Performs and reviews monthly and year-end reconciliations of funds, balance sheet accounts, and other financial information

· Advises and directs County departments on accounting policies, procedures and complex financial matters

· Monitors and research general ledger activity and develops systems to identify errors and variances

· Reviews and analyzes year-end account balances and adjustments accuracy and reasonableness

· Manages external audits, including audit of the annual financial reports, including working with contracted support and assigning staff to ensure timely and accurate completion

· Manges the County's training program for financial staff, including onboarding training and continuing financial education

· Ensures compliance with bond payment schedules and bond reporting requirements to maintain a strong bond rating

· Supervises, trains and evaluates assigned staff

· Manages the County's capital asset system and accounting records and oversees asset inventories and audits

· Performs other duties as assigned

Essential functions of this position include but are not limited to sitting for computer work; working with and around other staff; working alone; dealing with interruptions; repetitive motion (hand/wrist) for computer work,; vision acuity (near/ far) for computer work; hearing and speech for ordinary conversation with staff and customers; finger dexterity for typing/ 10-key.

Bachelor's degree in accounting or related field and four years of increasingly responsible accounting experience including one year of supervisory experience; OR,

Associate's degree in accounting or related field and five years of increasingly responsible accounting experience including one year of supervisory experience; OR,

Six years experience in accounting or related field and four years of increasingly responsible accounting experience including one year of supervisory experience

This position is exempt from overtime

Note: Individuals in exempt classifications as part time employees may be classified as non-exempt per FLSA law regarding minimum weekly salary requirements.

Considerable knowledge of:

  • Principles and practices of governmental accounting and auditing, including the correct accounting treatment and pertinent federal, state, and local regulations
  • Knowledge of GAAP, GASB, and SAS and other standard governmental rules and principles
  • Principles and practices of grant financial management
  • Comprehensive framework and development of internal controls
  • Other federal, state and local laws governing county financial activities

Working knowledge of:

  • Principles and practices of public administration
  • Practices and techniques governmental purchasing
  • Practices and techniques of governmental budgeting
  • Principles, practices and techniques cost accounting
  • Principles and practices of positive supervision and organizational development

Skill in:

  • Design and effective use of technology for financial management, analysis and reporting to working with auditors and other outside regulatory groups

Ability to

  • Plan, organize, direct and review the work of professional associates and staff
  • Analyze, evaluate and interpret complex financial data
  • Develop, coordinate, implement and evaluate policies and procedures
  • Work safely and support the culture of workplace safety
  • Establish and maintain effective working relationships with employees, other agencies and the public
