Job Title: Scientific Program Manager

Description of Responsibilities:

  • Serve as the authorized point of contact (POC) with the Contracting Officer Representative (COR).
  • Formulate and enforce performance standards, assign schedules, review performance quality, and communicate policies, goals, and objectives to staff.
  • Coordinate with stakeholders to resolve issues, address contract trends, and manage proposed contract modifications.
  • Manage the full project lifecycle, including staff, budget, communication, transition, and implementation plans, and report on progress via email, teleconference, and formal reports.
  • Supervise daily operations by developing procedures, planning, directing program execution, and monitoring progress and issues.
  • Oversee staff supporting the task order, ensuring high performance, career development, and contract satisfaction.
  • Manage staffing, personnel, and program resources.
  • Identify problems early, utilize lessons learned, and ensure problem resolution through risk management.
  • Ensure all documentation and processes comply with federal and DoD regulations related to human and animal research, ethics, property, and publications.
  • Maintain compliance with occupational health and safety standards, including medical surveillance if applicable.
  • Conduct progress meetings, review contractor performance, and communicate issues to the government.
  • Attend and record meetings with government scientists, PIs, and support staff.
  • Develop and update a Program Management Plan (PMP) quarterly.
  • Prepare and maintain Monthly Status Reports (MSRs).
  • Monitor funding levels, project status, labor hours, and costs, ensuring budget goals are met.
  • Make day-to-day decisions regarding contractor actions in accordance with the Performance Work Statement (PWS).
  • Review and verify the accuracy of invoices and deliverables.
  • Manage customer satisfaction and PWS requirements.
  • Oversee budgets, operational plans, and performance metrics.
  • Perform other duties as assigned.

Qualifications:

  • Master's Degree in Immunology, Virology, Microbiology, or related science (preferred), or a Bachelor's in a scientific discipline with a Master's in Business or Project Management and research project management experience.
  • Experience with infectious disease research preferred, along with scientific publications and project management certification.

Skills and Experience:

  • Experience managing research programs, personnel, finances, and deliverables.
  • Strong technical writing and communication skills.
  • Decisive, proactive problem-solving skills.
  • Experience working in BSL-3/4 facilities.
  • Knowledge of regulatory compliance related to human/animal subjects, ethics, property, and publications.

Citizenship and Security Clearance:

  • Must be a U.S. citizen.
  • Ability to pass a NACI background check.
  • Eligible to participate in the BPRP program.
