The Strategic Sourcing department is a key function within OHSU that focuses on optimizing the procurement of purchase services and goods. This team is instrumental in identifying, evaluating, and selecting contractors that align with OHSU's strategic goals. This involves assessing contractors' capabilities, financial stability, and performance. Overall, Strategic Sourcing aims to enhance the efficiency and effectiveness of procurement processes, ensuring that OHSU achieves the best possible value from its contractors while supporting its broader strategic objectives. This position will partner with the Contracts Manager to drive the process of completing agreements initiatedduring the sourcing process.
This position is responsible for sourcing products or services that provide OHSU exceptional quality whilemaintaining a total cost of ownership (TCO) that is most beneficial to OHSU, its stakeholders, and itspatients. This position coordinates efficiencies through enterprise-wide purchasing volume and negotiatingwith suppliers. As the leader responsible for procurement effectiveness on a category of products or services,the Sourcing Manager will lead projects, analyze data, work with teams and manage policies, processes andresources on a large scale.
Function/Duties of PositionThis positions functions as part of a broader sourcing team, sharing bestpractices, adopting practices across the departments and beyond, acts as aback-up to other staff, participates or leads process improvement initiativeswithin the department. Acts as a subject matter expert in assignedcategories. Provides product, service and category expertise for assignedcategories of spend. Conducts oversight and evaluation of all governancecheckpoints in the Sourcing Methodology. Completes proper documentationof performance in regard to the Sourcing Methodology.
Works on complex spend categories achieving lower total cost ofownership. Complex categories have fragmented spend, multiple businessunit impacts, limited leverage position, complex contract terms requiring ahigh degree of understanding of appropriate process, tool and skill.
Identifies sourcing initiatives and completes the sourcing methodologyprocess: Opportunity initiation, internal analysis, industry analysis, businessknowledge and procurement expertise to develop strategic sourcingstrategies, supplier selection and operationalizing theselection. Successfully completes process deliverables for checkpoints andvalidation with stakeholders.
Defines and provides direction to customers on contracted items andappropriate purchasing method. Facilitate dispute resolution items withrespect to contracts for assigned categories.
Manages supplier communication, strategy and direction for the sourcingprocess. Coordinates with other team members to take a holistic approachwith suppliers involved. Manages reference site and supplier site visits inthe sourcing process.
Ensures that customer needs are met in a timely manner includingcommunication with requestors and suppliers. Acts as a liaison betweenSourcing and non-SC& L departments (such as AP, ITG, HR, etc.)
Captures all savings (direct and indirect) from the sourcing effortsassigned. Responsible for submitting savings and justification and assistingin validation and confirmation of the savings.

This position is primarily telework with onsite requirements, as in-person facilitation and reviews may berequired. Hours are typically 8 am to 5 pm, Monday through Friday.
