According to the Local Law 97 (LL97) Implementation Action Plan (IAP) developed by NYC DCAS, as well as Local Law 101 of 2021 and Executive Order 89, DOT has an expanded responsibility to provide energy data and pathways to achieve emissions reduction targets (2025 and 2030) through increased project volume and more granular reporting. Achieving these goals requires a robust Energy Team, significant coordination with various DOT divisions, DOT Budget, sister agencies, and external entities.

The Energy Manager will oversee DOT's Energy Team, currently consisting of two staff members, leading efforts in energy reduction for the agency. Reporting to the Executive Director of Real Estate and Facilities Planning, the Energy Manager will operationalize energy efficiency across the DOT portfolio, developing strategic projects for implementation at DOT facilities to benefit the City. The role also includes managing traditional and agency-specific energy reporting responsibilities.

Job Description

DOT seeks to hire an Energy Manager responsible for overseeing energy management across approximately 80 facilities to meet the City's energy and emissions reduction goals. Responsibilities include:

  • Leading the energy management program and team, developing agency-level plans to meet reduction goals.
  • Providing high-level technical calculations for funding opportunities and applying for projects via DCAS DEM.
  • Coordinating with other DOT divisions to fund energy-reducing projects.
  • Supporting peak load management and demand response programs through data analysis.
  • Developing, analyzing, and recommending renewable energy installation opportunities.
  • Researching and developing new energy-efficient project ideas.
  • Managing facility recycling policies and procedures.
  • Overseeing the implementation of energy savings projects.
  • Developing RFPs and specifications for energy-related projects and managing procurement.
  • Providing analytical and communication support for real estate and space planning.
  • Implementing outreach activities internally and externally.
  • Supervising Energy Staff.
  • Overseeing energy strategic planning for facilities.

    Minimum Qualifications

    At least six years of full-time experience in construction management on capital projects valued at least $15,000, including at least 18 months in a managerial or consultative role. This experience can include:

  • Construction inspection on capital projects, with one year credited per year of inspection experience (up to four years).
  • Building construction as a journeyperson in skilled trades (credited similarly).
  • Education in architecture, landscape architecture, or engineering credited at 30 credits per year, up to four years.
  • A NYS license as a professional engineer or registered architect, or reciprocity from another state, may substitute for the educational and experience requirements, but candidates must have at least six years of construction management experience, including 18 months in a managerial capacity.

    License Requirements

    Possession of a valid NY State Motor Vehicle Driver License, maintained during employment.

    Preferred Skills
    • Strong leadership and management skills.
    • Self-starter with the ability to independently bring projects from idea to execution.
    • Excellent written and verbal communication skills.
    • Ability to communicate both qualitatively and quantitatively.
    • Degree in Mechanical or Electrical Engineering.
    • Understanding of building energy systems and efficiency technologies.
    • Proficient with computer applications.
    Residency Requirement

    NYC residency is not required.
