Key Duties & ResponsibilitiesDISTINGUISHING CHARACTERISTICS The Human Resources (HR) Analyst III is the senior-level analyst within the HR Analyst classification series. The HR Analyst III performs a full range of advanced and complex administrative, technical, specialized, and analytical responsibilities in a variety of assignments related to HR administration, including but not limited to recruitment, classification and compensation, employee relations, and special projects and activities. ESSENTIAL RESPONSIBILITIES The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.   • Develops, implements, maintains, and advertises vacant positions; reviews and posts job announcements; screens job applicants for minimum qualifications (MQs); schedules and facilitates interviews; oversees screening committees to develop screening criteria and evaluation instruments; assists with the development and delivery of training to screening committees, including Equal Employment Opportunity (EEO) regulations; communicates with or directs communications with all applicants related to the status of their applications; creates and maintains accurate records related to the screening and hiring processes. *
  • Receives, reviews, and responds to inquiries and provides information related to vacant positions, application status, MQs, and status of active and closed recruitments. *
  • Creates, prepares, modifies, and posts job descriptions to the internal HR website. *
  • Coordinates, disseminates, and tracks completion of required, mandatory, and recommended employee training and professional development opportunities. *
  • Receives and reviews submitted candidate applications; reviews and completes MQ certification forms for part-time faculty; processes and analyzes a variety of forms and applications. *
  • Prepares and sends letters for offers of employment which include vital information related to the offer. including but not limited to salary placement, classification of employee, employee group, benefit information, start date, and contact information. *
  • Trains EEO officers or monitors employees, screening committees, and Board of Trustees related to EEO regulations and the implementation of the EEO Plan. *
  • Ensures compliance with District, state, and federal laws, rules, regulations, policies, and procedures related to HR functional area. *
  • Researches, interprets, applies, and monitors compliance with various rules, regulations, policies, and procedures including but not limited to Title V, California Education Code, Equal Employment Opportunity Commission (EEOC), Americans with Disabilities Act (ADA), and the Family Employment and Housing Act (FEHA). *
  • Meets and consults with employees, supervisors, administrators, and external agencies and organizations regarding HR policies, procedures, laws, codes, rules, regulations, and the administration of classified and academic HR programs. *
  • Creates, prepares, reviews, updates, and maintains a variety of HR department documents, including but not limited to correspondence, memoranda, records, templates, forms, flyers, manuals, spreadsheets, charts, surveys, computerized lists, reports and other materials related to the area of assignment; ensures accuracy, completeness, and compliance to applicable rules and regulations. *
  • Reviews, analyzes, and processes a variety of HR forms and applications. *
  • Researches, gathers, extracts, organizes, verifies, and provides data and information for standard and ad-hoc reports, contracts, special projects, collective bargaining negotiations, Board of Trustees' meetings, and HR related functions. *
  • Attends and participates in a variety of meetings, committees, professional development opportunities, workshops, trainings, and special events. *
  • Facilitates and coordinates department meetings and trainings; prepares and distributes agendas and meeting materials to attendees; takes, transcribes, and distributes meeting minutes; follows up on committee member action items, as needed. *
  • Establishes and maintains a variety of records, files, file sharing, and filing systems; ensures confidentiality of documents including but not limited to collective bargaining, contracts, budget(s), HR actions, employee personnel files and records, mandated training results, employee evaluations and disciplinary actions. *
  • Updates and maintains HR Information Systems (HRIS) and District Enterprise Resource Planning (ERP) system/database; initiates system queries to generate and prepare a variety of standard and ad-hoc reports; ensures accuracy of data. *
  • Serves as a back-up to HR team; may receive, screen, and route incoming phone calls; greet, receive, and direct visitors; takes, retrieves, and distributes messages; provides requested information or directs callers and/or visitors to appropriate department or staff when needed; receives, sorts, and distributes incoming mail when needed. *
  • Assists with coordinating, preparing, and onboarding activities, as needed. *
  • Performs classification and compensation analysis; coordinates classification and compensation studies on behalf of the District; provides analysis and delivers reports of findings to Director. *
  • Creates, reviews, updates, maintains, and/or submits content for department webpage. *
  • Trains and provides work direction and guidance to student assistants, student workers, and short-term, temporary staff. *
  • Performs related duties that support the overall objective of the position.
  • Minimum QualificationsEDUCATION AND EXPERIENCE:
    • Associate Degree with coursework in human resource management or related discipline; AND
    • Four (4) years of increasingly responsible experience in human resources;
    • Experience in one of the following functional areas of human resources: recruitment, classification and compensation, HR compliance, and/or employee relations; OR
    • Any combination of education and experience which would provide the required qualifications for the position.
    DESIRABLE QUALIFICATIONS:
    • Bachelor's degree in human resources management or related discipline.
    • Experience in human resources within a higher education environment.
    • Experience in Banner and NeoEd.

The Search Committee will recommend finalists to the Superintendent/President for a final interview.
