Plans, organizes, coordinates and directs the work of airport division personnel to maintain and manage a Part 139 airport, the Del Norte County Regional Airport/CEC, at Jack McNamara Field, Crescent City CA. Responsibilities include but are not limited to construction management, permitting projects, daily operations, maintenance, lease management, regulatory compliance, budget, grants, airport land use, commercial development, and coordination.

This position has division level responsibility for the overall administration of the Border Coast Regional Airport Authority, including a variety of contract management, intra and inter agency coordination activities. Professional experience in airport management and knowledge of Federal Aviation Administration policies and procedures as well as excellent organizational skills are essential to manage projects and personnel. This is a Senior Management position for benefit purposes and is exempt from the overtime provisions of the FLSA.

This work consists of varied and complex professional and administrative duties at an administrative level of classification.

  • Develops and directs the implementation of goals, objectives, policies, procedures and work standard for the Airport Authority.
  • Performs a variety of professional airport duties including preparation of and approval, design, contract review and project management.
  • Develops and implements management systems, procedures and standards for program evaluation.
  • Directs the preparation of a variety of studies and reports relating to current and long-range airport construction and capital improvement needs and develops specific proposals to meet them.
  • Plans and directs project management activities for a variety of capital and construction improvement projects. Participates in the preparation of plans, specifications and designs, estimates, contracts, schedules, inspection and project monitoring.
  • Initiates and conducts discussions with air service providers, tenants, and leaseholders at the airport properties to optimize use and revenues at the airports. Directs the enforcement of contracts, leases, agreements, and other permitted activities at the airports.
  • Develops and recommends policies, procedures, and performance standards to assure efficient and effective airport operations and compliance with County, State, and Federal regulations.
  • Assists in the preparation and administration of the Airport Authority budget.
  • Assists in the selection, supervision, training, development and work evaluation for employees.
  • Prepares or reviews reports for the Airport Authority Board of Commissions; works closely with various groups to explain or coordinate plans for proposed projects and to respond to their concerns.
  • Coordinates the work of the authority with that of other county divisions, departments and outside agencies and individuals.
  • Acts as liaison between the authority and various governmental agencies including making presentation to other stakeholders.
  • Performs related duties as required or assigned.

Any combination of education, training and experience which would likely provide the required knowledge, skills and abilities may be considered qualifying. A typical way to obtain the required knowledge and abilities would be:

Required:

Education: Graduation from a four-year college or university with major coursework in business administration or related aviation field is desirable.

Experience: Five (5) years experience in a journey level capacity that includes administrative, managerial or supervisory duties related to airport operations with recent experience in budget preparation and analysis.

A combination of education and professional experience.

Special Requirements:

  • Must possess and maintain a valid Driver's license.

All County of Del Norte employees are designated Disaster Service Workers through State law (California Government Code Section 3100-3109). Employment with the County of Del Norte requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Work related training as assigned, and to return to work as ordered in the event of an emergency.

Required:

Knowledge of:

  • Administrative principles and methods, including goal setting, program development and implementation and employee supervision.
  • Principles, practices, and procedures of airport management and state and federal aviation regulations.
  • Principles and practices of contract administration and project management and evaluation.
  • Legal guidelines for airport activities.
  • Principles and practices of contract administration and project management and evaluation.
  • Principles and practices of budget development and administration.

Ability to:

  • Manage and direct varied airport programs.
  • Ability in planning, organizing, direct and coordinating a variety of functional specialties with overlapping work areas.
  • Analyzing complex technical and administrative airport issues by evaluating alternate solutions and recommending or adopting effective courses of action.
  • In selecting, motivating and evaluating staff and providing training and professional development.
  • Develop and implement goals, objectives, policies, procedures, work standards and internal control.
  • Prepare clear and concise reports, correspondence and other written materials.
  • Prepare and deliver effective public presentations.
  • Exercise sound independent judgment with general policy guidelines.
  • Establish and maintain effective working relationships with all individuals contacted in the course of work
  • To use computer applications and office/departmental related business machines and equipment.
