Oracle Planning and Budgeting Cloud Services (PBCS) Technical Lead (Enterprise Supvr Tech Analyst)

This position involves providing technical support for Oracle PBCS used in budgeting processes, supporting custom applications, and leading system implementation efforts. The ideal candidate will have a strong background in Oracle PBCS or Hyperion Planning, development experience with .NET, Java, or JavaScript, and leadership skills.

Position Duties
  • Collaborate with the Budget Office to understand PBCS requirements.
  • Translate business needs into technical solutions.
  • Develop calculations and optimize existing rules.
  • Create and update financial and management reports, including Smart View ad-hoc sheets.
  • Provide recommendations to improve budgeting processes.
  • Configure data integration, automation, and interfacing activities.
  • Document processes and provide training to users.
  • Design, develop, troubleshoot, and administer the City's Budget applications.
Minimum Qualifications

Education: Bachelor's Degree in a relevant field plus four years of professional experience, including two years in lead technical roles supporting electronic business systems or application development. Equivalent experience may be substituted.

Licensing: Valid California driver's license may be required.

Preferred Skills and Experience
  • 3+ years implementing Oracle PBCS or Hyperion Planning.
  • Experience with Planning components like Business Rules, Groovy scripting, Web Forms, Data Management, and Financial Reporting Web Studio.
  • Development skills in .NET, Java, JavaScript, SQL, or T-SQL.
  • Strong analytical, leadership, project management, conflict resolution, and communication skills.
Additional Information

This is a full-time, hybrid telework position with a salary range of $143,117.52 to $174,370.56, including a 5% non-pensionable pay. The first review of applications will be on February 26, 2025. Candidates are encouraged to apply early.
