This role serves as the main point of contact to supervise and manage the fast-paced, ever-evolving construction, repair, alteration, and modification change order requirements for our government client. Our client's change orders, also referred to as Technical Task Orders (TTOs), include all types of work, typically small in nature, and associated with provisioning the electrical connections, mechanical connections, logistics, and other installation activities for an operational data center. The primary responsibilities of this role are ensuring scope clarity, accurate estimates, coordination of work activities including subcontractors and other trades, quality of work, and closing out the as-built records and work tickets necessary to complete and bill the work. Key to this role's success is an individual's ability to manage multiple small projects concurrently, establish the client's confidence by solving technical requirements with hands-on field experience, respond to urgent needs promptly, and meet deadlines.

Essential duties and Responsibilities for TTO Project Manager

  • Assist the TTO Program Manager in preparing project documentation, estimates, subcontract scopes, and bids.
  • Develop resource-loaded CPM schedules with logical time scales using Microsoft Project.
  • Coordinate and lead project kick-off meetings.
  • Forecast cash flow and manpower needs.
  • Read and interpret blueprints and project specifications.
  • Work with the TTO Manager to develop budgets, cost codes, and assign costs and manpower to schedules.
  • Research, compile submittals, price change orders, and prepare estimates for designed projects by completing the design and preparing comprehensive project estimates.
  • Meet with client personnel to present proposals and project updates.
  • Coordinate with supervisory personnel, client representatives, subcontractors, and design professionals to resolve work procedures, complaints, and construction issues.
  • Oversee procurement of major materials and monitor tool and equipment needs with the TTO Manager and warehouse.
  • Manage overall project finances.
  • Ensure timely project completion, including punch-list items, accurate as-built drawings, manuals, and training.
  • Monitor project progress and prepare reports on budget, schedule, cash flow, and manpower forecasts.
  • Identify opportunities for cost savings, quality improvements, and best practices.
  • Ensure adherence to safety regulations.
  • Estimate and budget activities related to self-performance, vendors, and subcontractors, including financial performance and quality control.
  • Promote a culture of Quality and Safety within the team.

  • Qualifications

    Requirements:

  • Minimum 10 years in project management or supervision in similar government facilities; background in quality control, safety, or environmental management is a plus.
  • Project Management Professional Certification.
  • Proven results in cost estimation and subcontractor management.
  • Strong analytical, organizational, and communication skills.
  • Knowledge of codes and regulations.
  • Proficiency with MS Project, MS Office, and CMMS.
  • Ability to lead teams and work independently.
  • Ability to obtain/maintain security clearance.
  • Degree from an ABET-accredited college is a plus.
