Position: Senior Railroad Operations Project Manager

HDR is seeking a Senior Railroad Operations Project Manager who will:

  • Develop operating plans for freight and passenger rail projects
  • Create and deliver planning documents, reports, and presentations describing and elaborating on rail operations
  • Advise and mentor Rail Traffic Controller (RTC) modelers, support RTC model input development, and analyze RTC model outputs
  • Provide freight and passenger rail operations expertise to HDR team members, including engineers, economists, planners, and environmental scientists
  • Be the primary contact with clients and maintain HDR's reputation as an expert, trusted advisor
  • Maintain and develop client relationships with freight railroad and public agency officials
  • Participate in industry associations and events
  • Lead proposal development efforts
  • Ensure delivery of quality products that meet scope, schedule, budget, and client expectations
  • The ideal candidate will have experience in freight rail planning, understanding of national freight traffic patterns, main line, yard, and branch line operating practices, regulatory requirements, and operational needs of the railroad industry.

    This role requires proactive opportunity development for HDR market growth, excellent communication skills, and the ability to work collegially across teams and projects.

    Preferred Qualifications:
    • Broad knowledge of U.S. and Canadian freight railroad operations, regulations, networks, markets, infrastructure, and strategic planning
    • Experience in railroad operations or planning with Class I or II railroads
    • At least 15 years of industry experience
    • Knowledge of intercity and commuter passenger rail operations and shared corridor interactions
    • Experience in project documentation, grant applications, and financial planning
    • Bachelor's degree in engineering, communications, economics, or social sciences preferred
    • Knowledge of Rail Traffic Controller (RTC) modeling and analysis

    Travel may be up to 50%.

    Required Qualifications:

    • Bachelor's degree in a related field
    • 10 years of related experience
    • At least 5 years of project management experience
    • Proficiency with Microsoft Office, estimating, scheduling, and project management software
    • Strong organizational, communication, and teamwork skills
