Nature of Work: The Recruitment Specialist performs highly responsible entry level professional work in supporting the City's Human Resources Office. This position coordinates the employment process from attending job fairs, posting job advertisements, reviewing applications for minimum requirements, scheduling interviews, serving on interview committees, reviewing interview scores, drafting requests for pay approvals, drafting offer letters, conducting background checks, and coordinating new employee orientation. An employee in this class has specialized duties within or across assigned human resources functional units, which require the application of professional and administrative knowledge. An employee in this class exercises independent judgment and has some latitude in performing duties. Work is evaluated through results attained and by manager overseeing assigned functional unit. Examples of Work:
- Drafts, coordinates, and administers employment recruiting and hiring processes for all City positions.
- Assists with preparation and revision of job analyses, job evaluations, job descriptions, and job specifications.
- Provides assistance to internal and external customers regarding the City's employment, recruiting, assessment, and hiring processes.
- Administers examinations in order to help identify the best candidates to fill job vacancies.
- Prepares announcements and advertisements for internal and external recruitments.
- Assists in the purchase or acquisition of appropriate test materials.
- Reviews, tracks, and maintains eligibility lists and other applicant related information.
- Coordinates and facilitates the New Employee Orientation.
- May represent the City at meetings of various organizations, groups, committees, job fairs, etc., as they involve recruitment and examination efforts.
- Assists in the development and delivery of employee training, workshops, and development programs.
- Conducts promotional exams and practical testing.
- Conducts background checks.
- Performs other related duties as assigned.
Knowledge, Skills and Abilities:
- Knowledge of federal and state employment laws and regulations.
- Knowledge of various methods of recruiting to include types, sources, and associated metrics.
- Ability to gather, organize, and analyze narrative and statistical data to include identifying trends and making conclusive recommendations.
- Ability to use judgment in interpreting information and applying procedures and precedents to business practices.
- Ability to write clear and accurate reports.
- Ability to analyze complex data using a personal computer.
- Ability to communicate effectively, both orally and in writing.
- Ability to effectively prepare and present information in a group setting.

Physical Demands While performing the duties of this job, the employee is regularly required to use hands and fingers to hold or feel, reach with hands and arms, walk, talk, and hear.
