Position Reporting: Technical Services Director
Summary:The Project Manager coordinates and implements technology initiatives for Talbot County while providing operational support to the Department of Technical Services. Core responsibilities include managing technology projects, handling departmental administrative duties, and supporting budget processes.
Essential Duties and Responsibilities:Project Management
Leads technology projects from initiation through completion, including defining scope, goals, and resource requirements.
Develops and maintains project plans, schedules, and budgets
Manages project teams and stakeholder relationships
o Monitors project progress, risks, and changes while maintaining scope and quality
Technology Operations Management
Manage and maintain the website, including content design, updates, technology, and systems in coordination and cooperation with the Communication Manager.
Provides technical support and training for new applications and training for existing applications
Assists with after-hours maintenance and emergency technology needs
Administrative and Financial
Manages department budget in coordination with Technical Services Director.
Oversees technology contracts, agreements, and subscriptions
Processes departmental purchases and invoices
Maintains department records and documentation
Coordinates county-wide copy machine procurement
General Responsibilities
Facilitates department meetings and communications.
Provides support for 911/Emergency Services/Public Safety Systems as needed
Performs other duties as assigned by Technical Services Director

Understanding of basic government operations and processes

Ability to manage multiple concurrent projects and priorities
Understanding of resource allocation and capacity planning
Note: Position may require response to technical support needs outside of normal business hours, particularly for 911/Emergency Services/Public Safety.
Qualifications:Bachelor's degree in business, Information Technology, or related field; OR equivalent combination of education and/or experience
Minimum of two years' experience in either:
Project coordination/management OR
IT support/systems administration
Demonstrated experience with project planning and documentation
Proficiency with Microsoft Office Suite and basic IT systems
Familiarity with project management software
Knowledge of document management systems
Experience in government or public sector
Project management certification (PMP, CAPM, or similar) or willingness to obtain within 24 months of employment
Strong organizational and documentation skills
Excellent communication skills with both technical and non-technical stakeholders
Problem-solving and analytical capabilities
Basic understanding of IT infrastructure and systems
