Position Description
Manage a team of Program Managers overseeing project planning and development, including Engineering, Construction, Technical Support, Bidding Strategy, Schedules, Budget, Funding, Grants, Prioritization, and Closeout.Review and analyze complex project budgets, schedules, and costs to ensure compliance with scope, time, and budget.Guide project planners in developing scope, schedule, and budget aligning with stakeholder goals.Develop funding strategies, including leveraging grants and identifying partners.Resolve cost overruns through value engineering.Present reports to stakeholders and approve new projects.Oversee program financial closeout and compliance with funding guidelines.Manage documentation for closed projects and participate in litigation processes.Implement improvements in reporting and processes.Provide solutions for complex technical issues.Develop policies related to Construction Programs and funding.Update construction specifications as needed.Manage stakeholder communications on high-profile projects.Lead lessons learned and staff training initiatives.Negotiate change orders and review contracts.Minimum Qualifications:
- At least 15 years of professional experience in program and project management, including scope, planning, budgeting, and closeout.
- At least 6 years managing programs in public or educational agencies, with responsibility for coordinating complex activities.
- Experience managing multiple public or educational programs concurrently is preferred.
Required Education
- Bachelor's degree in Architecture, Engineering, Construction Management, or related field. Experience may substitute for education on a year-for-year basis.
