Purpose & Impact:

The role of the CQI Specialist is to assure provider performance consistent with CQI policies and procedures, state and federal law, community standards and contractual requirements, through the analysis of data and provider monitoring. The CQI Specials monitors the state Incident Reporting Analysis System (IRAS) and the consumer satisfaction survey process to identify quality concerns within the provider network.

Essential Functions:

  • Participate in the development, coordination, and evaluation of a Quality Improvement/Clinical program that is designed to expand, improve, and monitor services for substance abuse and mental health clients in NE FL.
  • Participate in a continuous quality improvement process throughout the Quality Improvement/Clinical function, focusing on systems/process improvement to better serve clients.
  • Compile detailed reports regarding critical incident reporting by the network providers.
  • Directly oversee the receipt of critical incidents within the provider network. Develops appropriate strategies for addressing issue of risk management with regards to client care.
  • Oversee is conjunction with the Clinical Care Manager the LSFHS complaint and Grievance process.
  • Oversee the consumer satisfaction survey process. Provide detailed reports to providers on consumer feedback for program enhancement.
  • Oversee Seclusion and Restraint (SANDR) events in accordance with contractual requirements.
  • Receives and listens to complaints from consumers, family members, community stakeholders, and providers about consumer treatment issues.
  • Responsible for mediating between parties on issues related to consumer treatment and care.
  • Participates in conducting investigations and reviews on consumer treatment and care.
  • Identifies systemic issues which lead to inadequate delivery of services to consumer or a breach of consumer rights.
  • Develops relationships and collaborations with contracted providers.
  • Works closely with the other teams of the agency to insure effective controls and adherence to policies and procedures.
  • Assures effective clinical management to ensure efficient provision of SAMH services.
  • Establishes and maintains effective working relationships with department staff, state and local officials, and service provider staff.
  • Participate in the development of the agency's plans and programs as a strategic partner. Evaluate and advise on the impact of long-range planning, introduction of new programs/strategies and regulatory action.
  • Conduct internal QI review of LSFHS to ensure adherence to contractual and other related requirements.
  • Participate in the utilization of best practice methods, processes and activities in order to most efficiently and effectively accomplish tasks.
  • Participate in statewide conferences and meetings as deemed appropriate.

Physical Requirements:

Energy, persistence, and stamina sufficient for extended working hours and engaging in extensive travel.

Education:

Bachelor's degree in an appropriate human services field.

Experience:

Three years of experience providing direct services to the indigent substance abuse and mental health population.

Skills:

Ability to analyze and interpret data including critical incidents. Knowledge of risk management practices with regards to client care.
